OK, I know many do not use one but is it just because it is not needed (save some cash) or does it actually cause problems to an Octopus?

I dont like them because in a addition to killing bad organisms in your tank it also kills good ones.

OK, but is it personal preference or does the UV in some way harm the octopus?

Personal prefrence. it will not affect the octopus in anyway, but I advise against it because i feel biological filtration is more important and the UV filter kills some of the important organisms that are needed for good biological filtration.
