Rubberband Octo Safe?

This may be a stupid question but I want to put a guard over my intake tube to my wet/dry filter so that my future octo won't crawl up it. I am planning to use a piece of the little red net that tomatoes come in and secure it with a rubber band. Is this safe?
 
The recommendations I have read recommed using the natural, uncolored rubber bands (the color warning my be more hypothetical than have any merit). The saltwater will deteriorate the rubber bands reliatively quickly. CaptFish's suggestion for a plastic alternative (zip tie or one of the more reusable plastic ties) would likely do a better job.
