keeping S. bandensis in 20 gallons

i have a 20 gallon high tank in a about 200g system. i was hooping on having a pair but that seems less and less possible. is the amount of space the biggest factor or the amount of water?
 
They will out grow the 20. Space is the biggest factor.
Part of this issue with bandensis (or all cuttles) is that they start very small and get larger. So they will prolly be fine in a 20 for 6-8 months but then will prolly need something larger.
