I have 12 to 15 cuttle eggs and need some help

I have some cuttle eggs and i have had them for about 4 to 5 weeks now and a few have hatched but not lived out of the egg. i had them shipped from the Phillipenes and i had the tempature set at 14 degrees celcius. i am raising the temp gradually using a chiller to slow down the rapid rise in tempature. what all can i do for these lil guys an gals so that they live.???
