Hairy octopus sp.6???? (title changed)

Well...theories I can think of is that its either small plants on the octopus from the ocean, or this special species has elaborate texture-changing abilities were it can grow horns rising from the skin extended 5times as much as the average octo.

I don't think its hair though...just looks like raised texturized skin.
