I got a pretty funny pic, but does anyone know how to make a .bmp pic into a .jpg or any other type of allowed format?

Sure, you can put it in Microsoft Paint and do a "save as", and there should be a drop-down option to change the file type -- choose jpg/jpeg.

Assuming you're using Microsoft XP or some such, just use the Start menu, then All Programs | Accessories | Paint.
