This drawing resembles some form of giant vampyromorph cetacean. There are some truly odd minds at work out there on the internet.

The color and tone of the presumed "whale ceph" skin's makes it look like a marine mammal while the the thing is obviously a ceph...interesting...anyone for a whale shark? wait..those already exists..
