Not really sure how the desalinization plant will affect the inlet because you would need to calculate average output salinity and water volume and compare it to that of bay, however it is difficult to get the volume of the bay though I am sure with today's mapping technologies it could be done. Only once these numbers are shown can we really start to assume that a dangerous affect could be had. Thanks for spreading awareness, bravo.
