The legs will regrow. Did he come with a missing leg or this is something that just happened?

something that happend. it got caught while cleaning his tank

some octopuses lose an arm in moments of stress much like a lizard shedding its tail... it will regrow but can take some time.

The Abdopus species can do that at will as Colin said.
